Section 202. Qualifications of Commissioners

Commissioners shall have resided in the town for at least one year immediately preceding their election and shall be qualified voters of the town. The Council shall be the judge of the election and qualifications of its members.

Section 203. The President and Vice President of the Council

There shall be elected by the Council a president of the Council. The Council shall elect a vice-president of the Council from among its members who shall act as president of the Council in the absence of the president of the Council.
