Meeting Minutes
August 17, 2005
7:30 p.m.
Trappe Town Hall
The regular Planning and Zoning Commission meeting was opened by Chairperson Edgar Harrison at 7:30 p.m. Planning Commission members present were Mr. Bobby Quidas, Mr. Jerry Adams, Mr. Don Haring and Norm Fegel.
Motion was made by Mr. Quidas to approve the minutes and Seconded by Mr. Adams.
All were in favor.
PERMITS ISSUED:
T-27-05 – C & J Partnership – 4232 Main Street - Shed
T-28-05 – Donald J. Mentzer – 29240 Maple Avenue – Shed - Fence
PERMITS PENDING AND ZONING ISSUES:
None
OLD BUSINESS:
TRAPPE GAS & GO - Shayma Mereish – Special Exception for Off-Sale Beer and Light Wine:
Ms. Shayma Mereish presented her application before the board requesting alcoholic beverage license for Trappe Gas & Go Filling Station on Route 50.
Mr. Haring asked if Ms. Mereish’s son, who is a minor, would be working in the store, making sure that she was aware this could not happen if the license was granted. Ms. Mereish answered no he would not be selling alcoholic beverages.
There were no questions from the public. Mr. Harrison stated that Ms. Mereish has addressed in her written application each requirement.
Mr. Adams stated in item D it states, this has no economic affect on any other businesses; Since Pops Market is next door is there any comments from Pop’s Market? Mr. Timmy Schwaninger of Pop’s Market had no comment.
Mr. Harrison said that if there are no further questions or discussion, then we need to entertain a motion for a recommendation.
Mr. English said that there will be an appeals hearing on August 30th at 7:30 p.m.
Motion was made by Mr. Haring, that the application meets the requirements for Special Exception and recommended a favorable recommendation to the Appeals Board.
Motion was seconded by Mr. Fegel. All Board members were in favor of the recommendation.
Mr. Harrison stated, we have a favorable recommendation that this application meets the requirements of the Zoning Ordinance and will be forwarded to the Board of Appeals.
Mr. Hall and Mr. English will prepare the typed motion to send to the Appeals Board.
CASTLE RACKET PRESENTATION:
A representative from Traffic Concepts, Inc. of Annapolis made a presentation to the Board on the traffic study done for the development, meeting the state criteria and the latest renderings of improvements that the town had requested. The school intersection and Backtown Road were interest spots that were mentioned. Questions were asked about the impact that this would have on Backtown Road. Mr. Harrison explained that this was a County Road and this would be for the County to decide the impact not the town. Mr. Adams felt that White Marsh Road and Saunderstown Road intersections should also be reviewed. Mr. Barry Griffith explained that they did not anticipate that much added usage to White marsh road but the entrances will be addressed. The study has been presented to the State for review and we are waiting for feedback. We will also send to the County for review. Mr. English stated that the County is doing a study on all intersections.
Mr. Hall felt that the intersection at 565 and Route 50 at Salisbury Pewter should also be reviewed in the study.
Mr. Bill Stagg and Mr. Barry Griffith from Lane Engineering addressed many issues that the Board and Mr. Hall were concerned about in the Planned Unit Development (PUD) that was presented in July’s Planning meeting. Mr. Griffith presented new renderings addressing these issues to the board again for review. Each concern was addressed individually with reviewed changes. Street sizes, pavements, residential streets, parking isles, garages and many other concerns. The list is included in the town minutes.
Renderings of the landscape plan were also presented.
Mr. Hall said that Castle Racket has now presented everything needed to complete their plan.
Mr. Harrison stated that we do not want to discourage you from presenting the traffic study to Talbot County, but we would like clarify our position before we present anything for review.
NEW BUSINESS:
Mr. Hall said that a copy of the reformatted Zoning Ordinance will be forwarded to the Town Council after drafted and proofed by the Planning Commission.
