Planning Commission Meeting Minutes
April 20, 2005
7:30 pm.
Trappe Town Hall

The regular Planning and Zoning Commission meeting was opened by Chairperson Edgar Harrison at 7:30 p.m. Planning Commission members present were Mr. Bobby Quidas, Mr. Jerry Adams, Mr. Don English and Mr. Don Haring. Mr. Harrison asked for a motion to approve the minutes. Motion was made by Mr. English to approve the minutes. Motion was seconded by Mr. Haring.

PERMITS ISSUED:
  • None.
PERMITS PENDING AND ZONING ISSUES:
  • Shed - Walter Brown - Mr. English, Zoning Administrator

    Mr. English, Zoning Administrator explained that Mr. Brown had asked to put up a 12x20 shed on a slab of cement already on the property, size 14x14. Mr. English looked the site over and granted Mr. Brown permission to install the building. Mr. Brown later called and wanted to put a 12x24 building on the cement. Mr. Brown was told that this would not work due to the fact that it would be 288 sq. ft. and under the minor accessory structure it would have to be 250 ft. and any building over 250 ft. would have to go thru the appeals process since he would need 15 ft. sides and 15 ft. rear. Mr. Brown felt that this should be grandfathered in and asked that this request be made to the Board.

    The Board agreed that this would not be grandfathered in and Mr. Brown would have to go through the appeals process, requesting a variance.


OLD BUSINESS:

Concept Plan Review - Paul Moore:

Mr. Moore asked for this to be reviewed at a future meeting.



NEW BUSINESS:

Highway Commercial Mixed Use District:

Mr. Hall reviewed the questions in the Highway Commercial Mixed Use area with the Board members which had been submitted by the Board at the last meeting. The Board discussed each question, the changes and scenarios with Mr. Hall from the report submitted which is attached with the minutes. The main concern of the Board was the apartments being above the commercial buildings.



OLD BUSINESS:

Paul Moore Revised Concept Plan Staff Report: Mr. Hall

Mr. Hall explained to Mr. Moore that the Fire Department would like to have a right-of-way in back of the townhouses where the fences would be. He explained that they felt it was almost impossible to pick someone in an emergency vehicle, or to bring the equipment in for a fire, when you cannot get in the back yard. Mr. Hall stated that maybe a foot path to get to someone or to have gates on the fences in each yard, or stop the fence by a couple of feet for an opening to enter. Mr. Moore had no problem with this.

The meeting was adjourned at 8:45 p.m.
