Planning Commission Meeting Minutes

The regular Planning and Zoning Commission meeting was opened by Chairperson Edgar Harrison at 7:34 p.m. Planning Commission members present were Mr. Bobby Quidas, Mr. Jerry Adams, Mr. Don English, and Mr. Don Haring. Mr. Harrison asked for motion to approve the minutes. Motion was made by Mr. Quidas to approve the minutes. Motion was seconded by Mr. English. All were in favor.

OLD BUSINESS:

Highway Commercial Mixed Use - Floating Zone:

Mr. Hall stated that this is a very complex piece of legislation, and he had made the changes that had been requested in the highway commercial mixed use floating zone. Due to the perplexity of this bill Mr. Hall said, I have kept the tracking and made notations in the margin of the corrections. I took the legislation and applied it to the two properties that this would apply to: the Bremer property in the C-2 parcel, and the property on the other side of the highway, Trappe Gas and Go, they are smaller properties in the floating zone. The Bremer C-2 is really only 27 acres and Trappe Gas and Go is only 15 acres. This played into the scenarios and some of the changes that we made since we are used to dealing with much bigger parcels of property. One of the biggest changes was in the density.

The discussion continued on the changes that the board had asked for and the changes are included in the minutes with charts and a spread sheet for review that Mr. Hall and the board discussed.

Mr. Haring asked the question, in number 40.04 general design requirements number 2, what would be the difference in storefront and village center commercial, since you are talking about eliminating part of this? Mr. Harrison stated the difference is essentially on a scale, you are permitted larger commercial enterprises in the storefront areas than in the village center. Mr. Hall stated that the village center is still primarily residential with a small neighborhood convenience store in it. It would be possible to eliminate the village center, all residential, and still have the storefront and conservation area. Mr. Harrison stated we are talking about not eliminating the requirement for them, so that you do not have to have a village center or residential, but they might be permitted. Mr. Adams stated that if you just wanted to do one type of development, you could have some conservation area and some could be commercial.

Mr. Hall presented two renderings, prepared by Mark Gradecek of the Department of Planning for the State of Maryland, showing concept illustrations of the commercial use properties, Bremer and Trappe Gas and Go Station. These renderings show you how it feels to be standing on Rte. 50 looking 200 ft in from the highway, what the scale would look like.

The discussion continued on how the whole area would look, and illustrate what this legislation might allow, also showing the streetscape, one entrance that would parallel Rte. 50 right back on Rte. 50 with an option to go right back into the town.

Mr. Harrison asked if anyone had any changes or objections. There were none.
