Planning Commission Meeting Minutes
September 8, 2004
7:30 pm.
Trappe Town Hall

The regular Planning and Zoning Commission meeting was opened by Chairperson Edgar Harrison and called to order at 7:30 p.m. Planning Commission members present were Mr. Don English, Mr. Don Haring, Mr. Jerry Adams and Mr. Bobby Quidas. Chairperson Harrison asked for motion to approve the minutes. Motion was made by Mr. English to approve the minutes as accepted. Motion was seconded by Mr. Quidas. All were in favor with an Aye.

OLD BUSINESS:

DESIGN STANDARD BROCHURE:

Mr. Hall asked the Board to review the Design Standard brochure with him. He stated that Mr. Harrison had some cosmetic changes. The Board reviewed the brochure making the minor changes. Mr. Hall stated he would not ask Pete Johnston or Leslie Grunden to make the changes until the Town Council finished its review of the brochure so all final changes could be made at one time.

ZONING DEFINITIONS - FINAL REVIEW:

Mr. Harrison stated that we completed sometime ago the Zoning Definitions final draft and the computer version has been misplaced. Mr. Hall said that we have a copy of a draft with corrections and we would like to review them tonight and make any corrections. The Board reviewed the definitions very carefully and made the suggested corrections that were needed to agree with the wording in the Comprehensive Plan and Subdivision Ordinance. Mr. Hall will make the corrections and type the definitions into a computer format. The Planning Commission also asked Mr. Hall to diagram the definitions relating to the front, side, and rear yards.

C-2 ZONE - REVIEW

COMMERCIAL DESIGN STANDARDS

HIGHWAY OVERLAY ZONE - DISCUSSION


Mr. Hall stated that all of these topics go together and we need a new approach to handle the C-2 or Highway Commercial Zone. Mr. Harrison said that he would like to have the Board discuss their ideas tonight. There was a lengthy discussion on the Highway Zone, Gateways, Overlay Zone, Floating Zones, Euclidian Zones and Design Standards. Mr. Hall suggested not using an overlay zone approach since overlay zones do not change the underlying zone. An applicant may choose to develop a site under the Euclidian underlying zone verses using the overlay zone. Mr. Hall suggested that we should look at the possibility of making some minor amendments to the C2 zone along with developing new commercial design standards. Mr. Adams suggested not using the Euclidian C2 zone on the undeveloped parcels north of Piney Hill. Mr. Adams suggested using a Mixed Use Floating Zone instead which would require more innovative design and require Town Council approval. Existing commercial parcels south of Piney Hill and north of Barber Road would remain zoned as C2. Mr. Hall agreed with Mr. Adams's suggestion but added that the Mixed Use Floating Zone will not work unless the C2 Euclidian zoning is removed for those parcels. Mr. Hall also restated his support for new commercial design standards.

The Planning Commission agreed that their approach would be to:
  1. see if the existing C2 zone needed any minor amendments;
  2. draft new commercial design standards;
  3. develop a new Highway Mixed Use zone for the vacant parcels on Route 50 north of Piney Hill but south of Back Town Road; and
  4. leave unchanged the existing businesses in the C2 zone between Barber Road and Piney Hill Road.
