Planning Commission Meeting Minutes
August 18, 2004
7:30 pm.
Trappe Town Hall
The regular Planning and Zoning Commission meeting was opened
by Chairperson Edgar Harrison and called to order at 7:30 p.m.
Planning Commission members present were Mr. Don English, Mr.
Don Haring, Mr. Jerry Adams and Mr. Bobby Quidas. Chairperson
Harrison asked for motion to approve the August 11, 2004
minutes. The minutes were approved.

OLD BUSINESS:
HERITAGE AREA MANAGEMENT PLAN:
Mr. English made a motion to adjourn to an Executive Session.
Motion was seconded by Mr. Haring. All were in favor with an
aye.
The meeting was resumed at 7:54 from the Executive Session.
Mr. Harrison asked for a motion to accept the Heritage Area
Management Plan. No one made a motion. Mr. Harrison said in
the absence of a motion we will move to the next order of
business.
EXECUTIVE SESSION:
The Executive Session was held at 7:37 p.m. for Legal Advice
on the Heritage Plan. Council members present were Mr.
Harrison, Mr. Adams, Mr. Quidas, Mr. Haring and Mr. Don
English. Attorney Booth and Mr. Hall the Town Planner were
also present.
MR. SANDY THOMSON: Was not present at the meeting.
OLD BUSINESS:
Mr. Don English asked the Board to look over a drawing for Mr.
Clarence Parrott who would like to add a deck on to his house
and he only has 10 feet in the back.
Mr. English asked if Mr. Parrott needed a variance under the
village overlay. Mr. Harrison said that the only thing that
the Village Overlay does is that it institutionalizes existing
non conformity. The discussion continued on non conformance
of the deck on the property and Mr. Adams felt that it does
create a non conformance. Mr. Harrison said then he will
need a variance.
Motion was made by Mr. Adams to pass on to the Appeals Board
with a favorable recommendation. Motion was seconded by Mr.
Quidas.
Vote: Quidas - Y, Adams - Y, Haring - Y, Harrison - Y, English - Y
PAUL MOORE:
Mr. Moore asked if he could present a site plan submittal to
the Board on the 25th of August. It was agreed by all.
PETE JOHNSTON - VILLAGE BROCHURE:
Mr. Johnston presented the final draft of the Planned
Neighborhood Design Manual. He explained to the board the
changes that had been made in the manual from the introduction
that Leslie and Mr. Hall presented at the last meeting. We
have compiled this manual for everyone to view. There are a few
changes and additions throughout the manual. We have added some
pictures from the town that Mr. Harrison recommended.
Mr. Hall said there is one typo and that is in the office hours
for the town, this will be corrected. Mr. Harrison stated that
they would like to review and digest before they pass on to the
Town Council.

The meeting was adjourned at 8:20 p.m.
