Planning Commission Meeting Minutes May 19, 2004
7:30 pm.
Trappe Town Hall

The regular Planning and Zoning Commission meeting was opened by Chairperson Edgar Harrison and called to order at 7:30 p.m. Planning Commission members present were Mr. Don English, Mr. Don Haring, Mr. Bobby Quidas and Mr. Jerry Adams.

Chairperson Harrison asked for a motion to approve the April minutes. Mr. Don English made a motion to approve the April minutes as amended.

Motion was seconded by Mr. Bobby Quidas. All were in favor with an Aye.

PERMITS PENDING:

Mr. English stated that Mr. Thompson is present tonight and is interested in purchasing Mr. Clark Reid’s property and would like to ask some questions concerning the property, and in making some improvements. The property has no garage and he would like to build one in the upper right corner near Rt. 50. He would also like to know if there would be a problem building on an addition to the kitchen making a room 19x13 across the back and putting a circular driveway. He said there is no driveway or walkway off of the existing driveway to the house.

The discussion continued on the setbacks, accessory structure, and the fact that it is a major accessory. Mr. Adams asked if this is within the village overlay zone, and the answer was yes.

Mr. Harrison said that he could see no reason why this could not be done; everything seemed to be within the reason of the law. He suggested that there be a sight visit and the members agreed to visit the site and check out the setbacks, etc. on Monday, May 24th at 6:00 p.m.



OLD BUSINESS:

VILLAGE REDEVELOPMENT PLAN:

Mr. Hall made some maps with his recommendations for the Village Redevelopment Area, which included three sets of aerial photographs. He stated that the maps show you the potential areas for parking, sidewalks, landscaping etc. The concern was whether or not the parcels north of Homerun Baker were intended to be a part of the Village Overlay Area? Mr. Hall said we were not sure if it was intended to go that far. It was in the legislation and I went by the parcel list. Mr. Harrison stated it was his recollection that it was to go to Homerun Baker Park only. Attorney Booth stated that she would like to look over from a legal view. Mr. Harrison felt that the other three houses were not to be in the Village Overlay Zone, although it was in the legislation. Mr. Harrison also stated that this could be amended down the road, the discussion and proposals are only to go on record tonight. We will not take any action until we get the legislation next month, then we will look it over, amend and schedule the public hearing. Mr. Adams felt that we did extend the area creating the gateway hoping the village overlay would help improve the entrance into town. Mr. Harrison said we should consider and take time to reflect on the character of the houses and lot sizes since they are very different. We may either take them out or leave them in.

Mr. Harrison stated that we will be extending the Planning and Zoning meetings to the 2nd and 3rd Wednesday of each month starting in July. He also stated that we have two major projects on board, and felt we needed to have all discussions recorded. We will advertise new meeting dates and times.

EAST SIDE ANNEXATION PLAN:

Mr. Ryan Showalter of Miles and Stockbridge, 101 Bay Street, Easton, MD, introduced himself representing Mr. Nick Rocks and Bob Rauch for the East side annexation. Mr. Showalter presented the Trappe East PUD Plan for the Planning Commission’s review and recommendation. He submitted a copy of the Trappe Development Application dated January 7, 2004, along with many other exhibits for the Commission to review. The prepared booklet was given to Mr. Hall to review. Mr. Showalter stated that the first occupancy would probably not be ready before 2006.

Mr. Bob Rauch gave a presentation of the two part process of the actual zoning issue and presented to the Commission an explanation that they were consistent with the Comprehensive Plan. The Planning Commission can now make a recommendation to the Town Council to set the zoning for the property. Mr. John Monahan will walk you thru the presentation. Mr. Monahan described the greenbelt area, the protected areas; spray irrigation site, the parks and green squares and plaza areas. He gave a complete detailed presentation to the Commission.

Mr. Rauch presented a sketch showing to the Commission what was proposed for the entrance to phase one. The sketch showed a replica of Wrights Mill with the waterwheel in the front and the brick walls on the side to give the appearance of Hole in the Wall. These are great landmarks of the eastern shore and of the Trappe area. Mr. Rauch stated that we have put the investment effort upfront. The Design guidelines are lengthy and this document is a part of the proposed project that is consistent with what you have laid out.

Mr. Rauch said that the wastewater treatment plant would be moved north to a different area than originally designated out of concern for the property owners on Backtown Road. The new location will have the least amount of impact on the surrounding properties.

Mr. Harrison said that we will answer questions at the next meeting after we have had a chance to look it over. Mr. Harrison commended Mr. Rauch for the presentation and stated that we will give this priority at the June meeting.

Mr. Hall announced that on June 3rd he would be meeting with Redmond and Johnston to go thru the data base on design standards and bring back samples for everyone to look over.
