TOWN MEETING MINUTES


October 6, 2004
7:30 p.m.,
Trappe Town Hall

The regular Town meeting was opened by President Cheryl Lewis and called to order at 7:37 p.m. Commissioners Edgar Harrison and Norm Fegel were present.

Everyone stood and recited the Pledge of Allegiance. The September minutes were read and accepted as presented. The September financial statement was accepted as presented.

President Lewis announced that before we go into Old Business we would like for Mary Ann Shortall to swear in Mr. Walter Chase as our newly elected Commissioner. Mr. Chase was then sworn in.



Executive Session: September 1, 2004

There was an Executive Session on September 1, 2004 at 8:45 p.m. Council members present were: Cheryl Lewis, Danny Adams, Bob Niemeyer, Edgar Harrison and Norm Fegel. The meeting was for employee annual review and wage consideration.



Old Business:

W/S Rates Ordinance Amendment:

President Lewis announced that there had been a typo in the water and sewer amendment, Ordinance 8-2004 at the last meeting. Instead of reading 1,000 gallons per usage would be included in the set fees it should have read 1,700 metered gallons which threw all calculations off. We are tonight amending the Ordinance to read 1700 gallons.

President Lewis read the corrected Ordinance 8-2004.

There were several questions asked about the rates and then a public hearing was set for Monday, November 1st at 7:00 p.m. on the amended Ordinance 8-2004.

Design Guideline Booklet:

Com. Harrison stated that at the last meeting we had been presented a copy of the Design Guidelines booklet for review. There were a couple of cosmetic amendments, and Com. Harrison recommended that we adopt or pass tonight with the amendments. President Lewis recommended that the Council take the time to look over and review before the next meeting before adopting. Mr. Hall reviewed the changes for the Council and President Lewis suggested that we will vote in November.

Eastern Shore Heritage Area:

Com. Harrison said we do not have a recommendation for the Eastern Shore Heritage as of yet, and I do not feel that we need to take time with this tonight. Com. Harrison recommended that we postpone taking it up any further until we get a recommendation from the Planning Commission. President Lewis asked Com. Harrison to come back in November with the information needed.

Com. Harrison stated that the Storm water is taking longer than he thought that it would and he announced that we are still working on it.

Com. Harrison congratulated Mr. Bob Rauch on his recent award for the Conservation efforts on the urban level for the State of Delaware.

Mr. Bob Rauch invited the Commission and employees to the ribbon cutting for Bridgeville on October 16th.



New Business

Nace's Day Parade:

Ms. Elizabeth Blackwell requested that Main Street be closed on October 9th at 12:15 for the Nace's Day Parade at 1:00 p.m.

Com. Harrison made a motion to close the street for the parade. Motion was seconded by Com. Chase.

Vote: Lewis - Y, Harrison - Y, Chase - Y, Fegel - Y

Ray McDermott:

Mr. McDermott had three major issues that he would like to bring before the Council.
  1. On Main Street and Maple Avenue there are little children that play on the streets and sometimes in the road, with cars speeding thru the town and he is afraid one of them will be hurt. Mr. McDermott felt that the town needed to get help from the Sheriff's Dept.
  2. There is a real problem with rats on the streets in garbage cans in his yard and on Maple Avenue.
  3. On Friday nights there is a real problem with drugs being sold openly on the streets.
Com. Chase suggested to President Lewis that we should contact the Talbot County Narcotic Task Force. President Lewis asked everyone who saw this to call the Sheriff's Department and we will write a letter also and have Com. Chase to contact the task force. She suggested that we all need to work together to get rid of this kind of traffic.

President Lewis asked if there was any other new business.

Robin Chase:

Ms. Chase was very concerned also of the speeding cars going up and down the main street near Slaughter Lane where her children play.

President Lewis asked Mr. Fegel if he could not solicit some help from the Lions Club for signs to be put up stating "Children and Adults at Play".

Motion was made by Com. Fegel to adjourn at 8:30 to Executive Session for legal advice and personnel issues. Motion was seconded by Com. Harrison.

Announcements: The meeting was adjourned at 8:10 p.m. for refreshments to welcome Mr. Chase as our new Commissioner.
