TOWN MEETING MINUTES



July 2, 2003, 7:30 p.m.
Trappe Town Hall


The regular Town meeting was opened by President Cheryl Lewis and called to order at 7:30 p.m., Vice President Bob Niemeyer and Commissioners Edgar Harrison, Danny Adams and Norm Fegel were present. Everyone stood and recited the Pledge of Allegiance. The June minutes were accepted as presented. The June Financial Statement was accepted as presented.

Executive Session – June 17, 2003

There was a closed executive session on June 17, 2003 at 8:00 p.m. for legal advice. Council members present were: Cheryl Lewis, Edgar Harrison, Bob Niemeyer and Norm Fegel. Attorney. David Thompson was also present.

Legal advice was on appointments, employees - new hires.

Executive Session – July 2, 2003

There was a closed executive session on July 2, 2003 at 8:30 p.m. for legal advice. Council members present were: Cheryl Lewis, Bob Niemeyer, Edgar Harrison, Danny Adams and Norm Fegel.

Legal advice was given on personnel issues, juvenile justice concerns, sidewalk issue, and possible litigation concerning annexation.

OLD BUSINESS:

DAVIS, BOWEN & FRIEDEL – ANNIE WILLIAMS

President Lewis introduced Ms. Annie Williams from Davis, Bowen & Friedel. Ms. Williams discussed the wastewater facility for the planned growth areas, modifications, capital cost and phasing. She presented the plan with an attached memo request for more information from the staff. She will return at a later date.

CHLORINATION:

President Lewis stated that it is fairly clear that gas chlorination was seemingly the most economical and ultra violet was second. We have been given a preliminary from OMN suppliers. We will have a workshop on Monday July 28th at 7:00 on chlorination after Mr. Croswell has looked it over.

STORM WATER MANAGEMENT:

Workshop was held on June 16, 2003. President Lewis said that we have submitted to our attorney’s the storm water ordinance for them to look over and give us advice.

ORDINANCE 3-2003 LEGISLATION TO ENTER AGREEMENT WITH DEVELOPERS:

President Lewis stated that we have just held a workshop at 7:15 on this issue. There was no response from anyone. President Lewis asked if anyone had any questions or concerns. There were none. Motion was made by Com. Harrison to pass Ordinance 3-2003. Motion was seconded by Com. Fegel.

I & I

The I & I Inspections have been completed. Mr. Croswell said that we have not received any word as of this date. Mr. Croswell felt that most of the problems were in the manholes and would need to be rehabilitated.

NEW BUSINESS:

Ordinance 4-2003 – Amending subdivision Ordinance – Open Space

Commission Harrison introduced Ordinance 4-2003 – Open Space, presented by the Planning Commission.

AN ORDINANCE OF THE TOWN OF TRAPPE AMENDING THE TOWN SUBDIVISION ORDINANCE ENACTED ON JULY 3, 2002 BY ADDING THE DEFINITION OF “COMMON OPEN SPACE” AND AMENDING SECTION 42 OF THE SUBDIVISION ORDINANCE BY ADDING PROVISIONS RELATING TO COMMON OPEN SPACE.

Com. Harrison stated that we have introduced this to correct oversight.

Public Hearing on Ordinance 4-2003 – Open Space Amending subdivision ordinance on August 6, 2003 at 7:l5 p.m.

PRESIDENT LEWIS – TOWN OR COUNTY DITCH HOMERUN BAKER PARK:

There has been some discussion on the ditches as to who is responsible for the mowing, is it the County or the Towns problem of mowing or do we want it mowed? The Town has mowed the Homerun Baker field ditch once this year, due to mosquitoes and water laying in the ditch. Janis Lester is the head of our Parks and Recreation and we will let them make the decision whether or not to mow.

APPOINTMENTS TO TOWN COMMITTEES:

President Lewis announced that the Planning Commission would be looking very carefully at the applicants for the next couple of years applying for these positions.
  1. The applicant will need to have knowledge of the Planning Board.


  2. Need to know what the responsibilities of the Board Members are.


  3. Will definitely need to attend meetings regularly before setting on the Board.


  4. Believe in the wishes of the town people.


  5. Quality of performance that they have shown in the past.
We have a list of applicants that have applied for the position on the Planning Board. Mr. John Farwell, Mr. Don English, Mr. Kirby Sabin, Mr. Henry Outten and Mr. Michael Sullivan. These are very important positions and we need to encourage people to attend meetings and get interested in the Town.

The Planning Commission appointed Mr. Don English to fill the open position on the Planning Board.

ELECTION BOARD:

President Lewis stated that Nancy Dunn will continue to carry her seat and that Mr. Fred Dallam and Ms. Shirley Outten will be appointed to the election board. The alternate will be appointed at the next meeting.

ETHICS COMMITTEE:

President Lewis said that Rev. Williams will be retiring and that they would move the alternate Janis Lester in his place. We will also appoint Ms. Dolly Taylor as the alternate for this committee.

BOCA REVIEW BOARD:

Mr. Henry Outten was appointed to this Board.

Motion was made by Com. Harrison to approve the slate of appointments that was just read. Motion was seconded by Com. Niemeyer.

Com. Niemeyer asked that the streets on Maple, Powell and Mulligan Lane be closed between 6:00 p.m. and 7:00 p.m. on the 23rd of July for the Parade.

Motion was made by Com. Niemeyer to close the streets for the parade. Motion was seconded by Com. Harrison.

HENRY OUTTEN:

Mr. Henry Outten asked if the Town was going to do anything about the water that was flowing onto the street from the Bryan house it is a green fungus? He was concerned that several people have fallen there. There was a discussion and the Town would try to have the Trappe Fire Company look into cleaning this.

ANNOUNCEMENTS:

Ms. Ann Dorbin will be doing our monthly newsletter producing recipes, gardening tips and special events of the Town.

The regular Planning Commission meeting has been moved to July 23rd.

Special trash pickup on Friday, July 25, 2003.

This is the 3rd year for the Trappe Family Fun Days – July 23rd, 24th, 25th and 26th. There will be a band on Friday Night.

Motion was made by Pres. Lewis to move to executive session. Motion was seconded by Com. Harrison.
